Mr Paul Caruana
Board Member
Paul served as a police officer for over twenty-five years. During this period, he was responsible for setting up the police ICT Department and oversaw the implementation of several major projects. During the same period, he was entrusted with setting up a specialist cybercrime unit for the Malta Police Force. Apart from being involved in global and local investigations, he was a pioneer in several cyber-related areas including legislation, tool development and training. Paul graduated from the University of Malta in 2006 and holds a degree in criminology.
In 2012 he joined the University of Malta as a lecturer. Paul specialises in cyber criminology but also lectures on financial crime and interpersonal violence. He has led several international cybersecurity missions under the auspices of the Commonwealth Cyber Crime Initiative. He has also worked closely with European agencies, such as CEPOL and Frontex, to design and deliver training programmes for operational officers. He was also appointed as Director of Studies at the Academy for Disciplined Forces.
Paul joined the Malta Financial Services Authority in March 2020 and currently serves as Head of Due Diligence.
