About Us

The Financial Intelligence Analysis Unit (FIAU) is Malta’s national central agency responsible for the collection, collation, processing, analysis and dissemination of information with a view to combating money laundering and the funding of terrorism.

The FIAU also serves as Malta’s Anti-Money Laundering and Countering the Funding of Terrorism (AML/CFT) supervisor. In this regard, the FIAU is responsible for monitoring subject persons compliance with AML/CFT obligations and taking proportionate, effective and dissuasive administrative measures where necessary. The Unit became operational on 8 October 2002 when it was established by virtue of Legal Notice 297 of 2002, which brought into force the comprehensive amendments to the Prevention of Money Laundering Act enacted by means of Act XXXI of 2001. The Unit is a body corporate that has a separate and distinct legal judicial personality and enjoys full operational independence and autonomy.

The responsibilities related to the governance of the Unit are divided between the Board of Governors and the Director, with the Board responsible for establishing the Unit’s policy and strategic direction, and the Director tasked with implementing that policy and overseeing the day-to-day operations of the Unit. The Director is also responsible for carrying out all other functions of the Unit not attributed to the Board by the Prevention of Money Laundering Act.

The Director is supported by three Deputy Directors: Ruth Aisthorpe Gauci, Deputy Director – Intelligence & Cash Restriction, Elena Tabone, Deputy Director – Strategy, Legal and Administrative Enforcement, and Jean Noel Cutajar, Deputy Director – Supervision and Data Management & Analytics. Together, they provide strategic leadership and oversight across the Unit’s core functions.

The FIAU’s operations are further supported by permanent staff working within nine distinct sections responsible for Intelligence Analysis, Supervision, Enforcement, Cash Restriction, Data Management & Analytics, Legal Affairs, Strategy, Policy & Quality Assurance, People & Corporate Services, and Technology & Information Security, ensuring the effective delivery of the Unit’s functions and operational responsibilities.
