Human Trafficking & Modern Slavery Guidance and Typology Report for Malta

The FIAU would like to inform subject persons that the ‘Human Trafficking & Modern Slavery Guidance and Typology Report for Malta’ has just been issued. This report is a collaboration with the United Nations’ initiative Finance Against Slavery and Trafficking (FAST) and aims to develop an understanding of the issues surrounding human trafficking and modern slavery (HT/MS) in Malta.

This publication provides substantial HT/MS-related ML indicators to help subject persons identify any reasonable suspicion or knowledge of HT/MS-related ML. These are more complex to identify than in other predicate offences. These red flags and indicators have also been reviewed and discussed by a number of credit and financial institutions through breakout sessions during a FIAU and FAST roundtable discussion held in July 2023. The report also includes case studies selected and anonymised by the Intelligence Analysis Section of the FIAU to provide also a practical understanding and applicability of these red flags and indicators.

In addition, there is also a focus on the importance of financial inclusion, especially for HT/MS survivors who would like to access the financial system. It finally upholds the value of financial intelligence and financial investigation to combat HT/MS and illustrates the trafficking profile and the operations of such criminals.
