Europol publishes the Internet Organised Crime Threat Assessment (IOCTA) 2025

The Financial Intelligence Analysis Unit (FIAU) would like to bring to the attention of subject persons the publication of Europol’s annual Internet Organised Crime Threat Assessment (IOCTA) 2025.

It contains Europol’s analysis of evolving threats and trends in cybercrime, focusing on the significant changes over the past 12 months. It highlights how the rapid adoption of new technologies and expansion of the digital infrastructure have further shifted criminal activities to the online domain. This shift has made digital infrastructure and the data it holds primary targets, with data emerging as a crucial commodity. Data is described as both a direct objective for criminals, and a tool that facilitates further cybercrime. This report explains how cybercriminals trade and exploit illegal access to data and how they commodify such goods and services.
